Testing time for West

In one of the defining moment of modern history today Britain has formally started the process of exiting European Union. The letter informing the European Council of Britain's intention to leave the European Union was handed over to European Council president Donald Tusk in Brussels. The historic declaration, signed by British Prime Minister Theresa May, sets in motion a two-year process of negotiation under Article 50 of the EU treaties leading to Britain's expected withdrawal after 46 years of membership in 2019. The European Union - often known as the EU - is an economic and political partnership involving 28 European countries. It began after World War II to foster economic co-operation, with the idea that countries which trade together are more likely to avoid going to war with each other.  Last year in a referendum Britain voted to leave EU.

The decision of UK to leave EU has been a serious setback for the western world. This is against the spirit of free market and free world that the west propagates. The supporters of Brexit had claimed that UK was suffering due to large scale migration of people from EU countries into Britain which allegedly deprived the local populace. There was also growing fear about EU's decision to welcome massive number of refugees from Middle East and North Africa. With terror incident on rise the supporters of leave EU campaign used it as a tool to spread fear among British people.  The decision of UK to leave EU will have repercussion across the world. It may lead to more conservative world where people will not be ready to welcome outsiders. Already its effect has been felt in US, where Donald Trump managed to win election based on his promise to tighten immigration laws.  It's a testing time for western world, especially Europe. There are growing fears that others may soon follow UK and try to leave EU.

Healthcare and violence

Dear Editor,

The increasing instances of attacks on doctors have more to do with systemic failure over a period of time rather than any recent stray incident.

Violence can never be justified, least of all against someone who is ostensibly attempting to save a person’s life. The number of incidents of attacks on doctors and other healthcare workers across the country has risen sharply over the last few years. There is a widespread feeling that doctors have simply lost the trust of their patients, the feeling patients should have is that the doctors will only by guided by the patient’s best interests and not their own. Lack of working equipment in hospitals forces doctors to direct patients elsewhere, which also adds to the suspicion of doctors being hand-in-glove with laboratories, when actually the doctor is helpless. In medicine there are no guarantees and patients can develop complications despite the best efforts of the doctors but someone who has been told to expect a good result can be angry if the outcome is unfavorable.

But with inadequate health budgets, there is a crunch in resources, staff and medicines. The state has also to reduce the load on medical staff and improve services in its hospitals. In government hospitals, doctors are overworked and under pressure from politicians who can interfere with medical admission, affecting doctors’ self-esteem. The main reasons for patients’ relatives to become violent are doctors advising expensive              unnecessary radiology, endoscopic, or laboratory investigations, delay in attending patient, request of advance payments, or withholding a deceased body until settlement of final billing. One major issue is the low healthcare literacy among the general public.

We protest against DA claim on land compensation

Dear Editor,

Apropos news item published in your esteemed daily on dated 27th March 2017 under the heading “ DA West Siang Clears Compensation in record time”, the undersigned on behalf of rank and file of Basar Kshetra Samaaj Kalyaan Evam Vikaash Sangathan (BKSKEVS) in particular and people of Basar area in general would like to strongly register our protest against claim of District Administration regarding distribution  of compensation against lands acquired for BRTF Double-Lane Road from Akajan to Bam for the stretch of 36 KM road from Sikki Bridge near Rilu Village to ITBP Basar which it claimed to be completed on March 2017.

We register our strong protest on the claim that the effected individuals or party in particular and public of Basar area in general has no grievances on the issue. In fact, we strongly claim that though the effected individual has no say on land value been fixed at Rs. 11 per Sq. mtr. But there is no uniformity in bills as per value of the compensated items. We strongly claim that a “Compensation Scam” has been designed to loot public money which has been unearthed recently. The compensation bills of government/semi- government assets like “Local Vegetable Market Shed” has been prepared and paid in the name of a big shot of Basar which was kept under dark for 13 days after receipt of the cheque and the same being revealed only after involvement of Arunachal Pradesh Women Welfare Society (APWWS, Basar Unit).

The Power Department’s “Bill Receipt Counter” at Old Market Basar which is totally unaffected by the said project was also compensated in the name of an individual which is gross misappropriation and fraudulent case. Most importantly, besides office of the Additional Deputy Commissioner, Basar being an independent charge competent and can understand the actual position of the area but it was totally kept under dark in the whole process of disbursement of compensation. At the same time, some of the compensations were disbursed at Aalo whereas some others at Basar. These all findings pointed towards a big “Compensation Scandal”.

Therefore, under the banner of our organization BKSKEVS with support from APWWS (Basar Unit), we have decided to unearth the truths through RTI at all level and will further approach the concerned and competent authorities including police and judiciary for justice and conviction of the perpetuators/masterminds and all the individuals or party involved in this “Compensation Scandal” which we consider standing against the overall welfare and development of Basar area. At the same time we demand from concerned authorities to reveal all the truths and reassessment of public assets and for the individuals who feel deprived for improper proportion of compensation comparing others with same or higher value.

Malpractices in Students’ Union

Dear Editor,

Arunachal Students’ Union Delhi is not exactly setting a good example for all of the younger generations. Malpractices is happening in the organisation in the form of collecting money like Rs 300 as a registration fee for voting which is a direct violation of the fundamental rights and adult franchise of the constitution. The aspiring candidates have to pay nomination fees- Rs.50,000 for Presidential candidate and Rs.40,000 for General secretary candidates which is extremely absurd in nature and illegitimate in its practice. If we talk about other states students’ union in Delhi like the NSUD(Naga Students’ Union Delhi), MSAD(Manipur Students’ Association Delhi), NESSDU (North East Students’ Society Delhi University),they don’t charge for the voting while nominal nomination fees are taken from candidates. ASUD is the sole organisation in Delhi that charge registration fees from voters to elect their representative.

We are extremely disheartened by this kind of unfair practices by our seniors, thereby discouraging the bright and genuine students of Arunachal Pradesh studying in Delhi.  

We are young and dynamic students who have noble ambitions and dreams to do something better for the family, society and country. Therefore, we have no patience to endure such malpractices and injustice happening in students’ organisation which is the ?rst step for the future leaders of Arunachal Pradesh. If it continues to happen then we have no hope for the future of Arunachal Pradesh, the ray of hope seems to vanish before its beginning. We consider ourselves to be the ambassador of our state that would bring prosperity to our state in days to come, but if the students studying in prestigious university like Delhi University will stain themselves by involving in such dirty politics and drag their juniors in the pit then our doom is imminent. It is the high time to impart good moral values and good education quality to save our future from doomsday. It is a high time to instill fresh hope and new ideas in students. The conventional state politics should not be practiced in the student politics instead clean politics should emerge from the students studying outside the state so that equality and transparency pervades in the state in particular and in country in general.

Working community goes on state wide protest

ITANAGAR, Mar 29: Thousands of workers, including casual and contingency workers, took out a state-wide protest rally on Wednesday across the state under the aegis of Joint Working Committee of Arunachal Pradesh Trade Union (JWCAPTU) against the state government, alleging failure to fulfill their charter of demands.

Thousands of workers marched from Akashdeep in Ganga, Itanagar and arrived at Tennis Court near Indra Gandhi Park here.

Similarly, protests were staged in different parts of the state against the state government. In Pasighat, hundreds of workers marched from Gandhi Chowk (Main Market) to the DC's office demanding the government fulfill its charter of demands. Protest rallies were also conducted at Yingkiong, Daporijo and Aalo by respective district units. A few trade union leaders from Assam also joined the protest march.  

The JWCAPTU has rejected the state government's recent hike of Rs 1,000 for contingency and casual workers and demanded that the hike be made at par with national floor level of Rs 18,000.

It is reported that, on Tuesday, the representatives of the workers’ union had a meeting with the Labour Commissioner in which the Commissioner assured to look into the matter and pleaded the union to call off their agitation.  

The union's demands included regularization for those workers who have completed 12 years and above of service or implementation of (VRS) Golden Handshake Policy in all the departments, with 15 days of ex-gratia per annum (if Power & PHE, WRD, RWD, RD & Urban development etc will not implement the VRS norms against wireman, lineman, machine operation,

computer operator and other technician staffs then their service should be regularized), release of Adhoc Bonus of casual/ contingency workers for the year 2009-2010, reservation of 75 percent posts in category of group C & D posts for casual/ contingency workers in every department, appointment under compassionate ground, regularization of ALCs, abolition of muster roll system in Forest & Environment Department, regularization and hike in remuneration for Anganwadi workers or social security for unorganized sectors, etc.

Meanwhile, supporting the agitating workers, the Indian National Trade Union Congress (INTUC), Arunachal Pradesh unit in a press statement claimed that the contingency staffs and casual workers, who are the backbone of the development of the state, are not getting benefits from the 7th Pay Commission unlike regular staff. The INTUC further alleged that one percent cess fund collected by Arunachal Pradesh Building & Other Construction Workers Welfare Board for the welfare of workers is being misused by the board.

 

 

 

10 families rendered homeless in Khonsa fire

KHONSA, Mar 29: Ten families were rendered homeless in a devastating fire that broke out in the heart of Khonsa town near the post office on the midnight of March 28.

Reportedly, the fire was brought under control after 30 minutes of joint and timely efforts by the army, fire brigade and state police.

On-the-spot first aid was provided to the injured by the jawans of Khonsa Battalion of Assam Rifles.

There has been no casualty reported and the cause of the fire is yet to be ascertained.

The Disaster Management Department is also assessing the properties lost or damaged in the fire.

Local MLA Wanglam Sawin and Tirap Deputy Commissioner Ravi Jha, accompanied by DDMO P Duggong met the fire victims on Wednesday morning and provided them with immediate relief.

The local MLA provided Rs 5,000 each to all the 10 affected families and assured them of all possible help from his end. The Tirap Deputy Commissioner also assured help to the victims through the District Administration. (DIPRO)

 

 

 

CPI (M) demands PM to release full Text of Naga Accord

NEW DELHI, Mar 29: The CPI (M) on Wednesday questioned the Centre for not making public full text of Naga Peace Accord signed two years ago.

CPI (M) General Secretary Sitaram Yechury referred to NSCN (IM) leader Thuingaleng Muivah's reported comment that the group's framework agreement signed with the Centre promises integration of all Naga territories and wondered why Prime Minister Narendra Modi does not release the full text of the accord to "bring out the truth".

"Muivah claims that the framework agreement that Modi signed with him promises 'integration of all Naga territories'. But we can't verify it.

"Why have the terms of the accord not been released for two years? Why doesn't PM release the full text to bring out the truth?" Yechury asked on Twitter.

Muivah had reportedly said earlier this week that 'Greater Nagalim' will have Naga-inhabited areas in Assam, Manipur and Arunachal Pradesh as part of the larger Nagaland state as per agreement signed on August 3, 2015.

The central government though refuted as "erroneous" the reports that it has agreed to carve out a larger Nagaland state.

"Such reports are erroneous. It is clarified that there is no such agreement or decision by the Government of India," a Home Ministry spokesperson said on Tuesday. (PTI)

 

 

 

NSCN (R) questions GoI's sincerity in resolving Indo-Naga issue

ITANGAR, Mar 29: The NSCN (Reformation) has taken strong exception to the Indian Army's crack down on the outfit in violation of ceasefire and questioned the Government of India's (GoI) sincerity to resolve the long pending Indo-Naga issue.

Stating that it has been in a ceasefire agreement with the GoI in the state of Nagaland, the NSCN(R) in a press statement said, 'The Assam Rifles has chosen to crack down only on the outfit among many other groups operating in Arunachal Pradesh and Manipur and killed many unsuspected Naga Armies for awards and accolades'.

The GoI must know that we accepted ceasefire to promote peace and bring an early solution to the Indo-Naga imbroglio. But, this act of the Indian Army has raised a serious question on the sincerity of the GoI to resolve the long-pending Indo-Naga issue, the statement said.

The NSCN (R) said that it will explore all possible options to defend the rights of the Nagas if anti-Naga and anti-peace activities of the Assam Rifles continue unabated.

'The GoI must restraint and halt the Assam Rifles immediately from provoking and complicating the Indo-Naga issue further. Their action will not serve any purpose except, if not for leaving a negative trail on the images of the GoI', the statement said.

'The Home Minister and his deputy, on numerous occasions, appealed to all armed groups to abjure violence and accept a negotiated settlement. Unfortunately, it is the forces under them who would not leave a single opportunity to kill, apprehend and frame false charges to make their wrong doings appear right in the eyes of law', added the statement.

 

 

 

Speed up tendering process with transparency in telecom sector: Ering

ITANAGAR, Mar 29: Highlighting the key problems which lead to poor telecom connectivity in the North East region of the country, MP Ninong Ering has called for transparency in tendering process under telecom sector. The process should also be sped up to provide better telecom coverage in the region at the earliest, he said.

Raising the issue of poor telecom connectivity in the NE region during question hour in the Parliament, he said "the simple and peace-loving people of  North-East region don't make much fuss on unavailability of  telecom services, but this shouldn't make the government sleep."  

The government should try to speed up the tendering process in telecom sector and also coverage of optical fibers to enhance telecom connectivity in North-Eastern India, Ering said, adding that he has been writing to the Prime Minister and Telecom Ministers regularly to spread the reach of telecom and internet in North-eastern areas but response has been very poor.

The Telecom Minister assured to redress the grievances raised by the MP. The Centre will try to enhance telecom connectivity in the north east region, the minister added.

Earlier, Ering, in a letter to the PM, claimed that despite a "delayed" call of tenders in April 2016 for providing mobile connectivity to his region, "there has been a further delay of over five months even after tenders were evaluated, because USOF (Universal Service Obligation Fund) and BSNL are trying to include rejected bidders by manipulating the CVC and tender guidelines."

Residents of some remote villages in the north-eastern border state of Arunachal Pradesh are being denied mobile connectivity services of state-run telecom provider BSNL for over two years by some "vested interests", the MP had alleged in his letter to Prime Minister Narendra Modi.

 

 

 

Arunachal joins UDAY scheme

NEW DELHI, Mar 29: Twenty six states are now part of the UDAY scheme, meant for the revival of debt stressed discoms, after Kerala, Arunachal Pradesh and Tripura formally joined the programme.

"An overall net benefit of approximately Rs 4,178 crore, Rs 309 crore and Rs 810 crore would accrue to the states of Kerala, Arunachal Pradesh and Tripura respectively, by opting to participate in UDAY, by way of cheaper funds,

reduction in AT&C and transmission losses, interventions in energy efficiency, etc during the period of turnaround," a Power Ministry statement said.

The Government of India, Kerala and Kerala State Electricity Board Ltd signed a Memorandum of Understanding (MOU) under the Scheme Ujwal DISCOM Assurance Yojana (UDAY) for operational improvement of the Power Utility on March, 2 2017.

Arunachal Pradesh and Tripura also joined the scheme for operational improvement of the States Power Distribution Departments here today. With this, the total count of states under UDAY reaches 26, it said.

Power Minister Piyush Goyal said,"UDAY is the most comprehensive power sector reform ever planned and executed in the country. It is a classic example of comprehensive, cooperative, collaborative, competitive, consensual and compassionate federalism."

"We have a deep focus on monitoring and accountability and are working towards a clear strategy with visionary goals for which the roadmap has been drawn with a view to bring in efficiency in the whole power sector value chain," he added.

The reduction in AT&C losses is likely to bring additional revenue of around Rs 92 crore, Rs 279 crore and Rs 554 crore to Kerala, Arunachal Pradesh and Tripura respectively during the period of turnaround.

Besides, Kerala is expected to benefit by around Rs 3,600 crore and Tripura around Rs 156 crore due to coal reforms.

The gain is expected to be around Rs 480 crore, Rs 26 crore and Rs 96 crore for Kerala, Arunachal Pradesh and Tripura respectively due to demand side interventions.

According to a presentation made by Rural Electrification Corp on the scheme, state bonds worth Rs 2.09 lakh crore and DISCOM bonds worth Rs 0.24 lakh crore have been issued till date.

Under the scheme, the states are to repay 75 per cent of debt by issuing bonds while for remaining 25 per cent loans, discoms are required to raise funds through issuance of securities.

The analysis of the performance reveals that under the scheme, 85 per cent of the debt has been restricted through issuance of bonds out of total debt of Rs 2.72 lakh crore under consideration.

As per REC estimates, Rs 3.82 lakh crore is the total debt of states/UTs participating in UDAY scheme (25 states and 1 UT) as on September 30, 2015. This is 97 per cent of total discoms debt. The total debt of the state-owned discoms in the country as on September 30, 2015, was Rs 3.96 lakh crore.

Under the scheme, states like Andhra Pradesh, Bihar, Assam, Haryana and Jharkhand reduced power purchase cost up to 35 paise, 16 paise, 12 paise, 10 paise and 8 paise per unit respectively in October-December quarter this fiscal compared to 2015-16.

Besides, the Aggregate Technical and Commercial loss of UDAY states has reduced to 22.5 per cent in April-December this fiscal, from 24 per cent in in FY'16.

It was also found that 9 DISCOMs of 7 states have reported reduced state subsidy dependence in April-December period this fiscal compared to the previous financial year. PTI

 

 

 

An educated unemployed woman shows path of self-employment

RUKSIN, Mar 29: An educated unemployed woman from Niglok village in East Siang- Junnoo (Ancy) Dupak has set an example of self-employment through animal farming. The 28-year-old has created a success story in local variety fowl and goat farming in natural environment.

Considering the enormous potentiality of fowl rearing and demand of local eggs, chicken and mutton in the markets of Arunachal and bordering Assam, Junnoo got interested in backyard poultry farming and goatery. She has been involved in farming activities for the last couple of years and also earned huge profits.

Junnoo, who has completed a Masters degree in Tourism Administration (MTA) with Master of Philosophy from Bangalore University and attained Junior Research Fellowship under UGC is traditionally engaged in animal husbandry activities with backyard poultry farming and goat rearing.

Presently, Junnoo has more than 500 fowls (local species) and has been rearing more than 100 goats, and these are given food supplements prepared from local variety cereals, including rice and maize.

Junnoo started the farming to enhance her household income. The semi-intensive poultry unit maintained by her comprises of 100 local chickens.

About 80 percent birds survived during the period of six months of rearing and attained an average body weight of 1 kg to 1.5 kg. She sells about 500kg to 600 kg fowl at Rs 250 per kg in Ruksin market and neighbouring villages.

Further, the preference of eggs and meat from local chicken variety is always very high and fetches almost double the price than commercial eggs and broiler meat. Experiencing from her own farm and realizing the monetary profit, she has decided to extend the layer birds' strength up to 200 birds in another unit in order to increase egg production.

Her achievement has motivated the fellow villagers and unemployed youths to initiate poultry farming as profit making venture.

"I have not yet availed any training on animal farming nor received technical feedback from the state's agriculture or veterinary departments. I am doing all farming activities and disease management by learning through internet. The district veterinary department off and on provides a few medicines, which is inadequate. I have sought financial assistance and technical guidance from government departments, but to no avail", Junnoo said.

 

 

 

Burglars apprehended with booty

TEZU, Mar 29: A gang of burglars was busted as the police in Tezu arrested four of its members, which included two minors, and recovered a large quantity of booty from their possession.

Following information of theft in a market complex in Tezu on March 27, a team of the Arunachal Pradesh Police, Tezu unit carried out a massive search operation and succeeded to apprehend the alleged main accused, identified as Nanu Nalo on March 28, informed Lohit SP.

A large quantity of stolen items, including television and mobile handsets, idols, SIM cards, bell metal dishes etc were recovered from his possession.

On his disclosure, other three accomplices, Biswajit Das (20) and two minor boys aged between 14 to 16 years, were arrested from different locations of Tezu, the SP said.

One scooter, one bicycle, utensils and other electronic items were recovered from their possession.  

Accordingly, two separate cases were registered against the burglars at Tezu Police Station under section 457/380 IPC and 379 IPC and investigation is underway.

The team of police constituted by OC SI K L Pertin was led by SI B Mossang and SI R Jugli.

 

 

 

Universities need to open their mind towards the North East: Governor

ITANAGAR, Mar 29:  Governor P B Acharya has emphasized on the need for the country's various universities to open up their minds towards tribal people in general and the people of North East in particular, to bring awareness about their culture and history.

While appreciating Lok Sabha Member, Ninong Ering for introducing a Bill in the Parliament for compulsory teaching of North East culture in educational institutions, the Governor observed that most universities in the country have department for foreign languages, but none for tribal dialects.

He suggested that as a first step, the universities could open a Department/ Chair to learn, speak and read beautiful tribal dialects of North East India.

The Governor further informed said that under his initiative, NITTE Health & Science University of Mangaluru has already opened a Chair in the name of Rani Ma Gaidinliu for teaching tribal dialects under NAMASTE- NE Department and has completed two batches of four tribal dialects in Manipuri, Assamese, Mao and Khasi as six months certificate course.

The Alva's Education Foundation, Moodabidri and Manipal University in Mangaluru will also be opening Department/ Chair for North East Tribal Dialects shortly, while the Mumbai University and SNDT Women University (Mumbai), Symbiosis and KARVE University from Pune have also responded positively to open a Department/ Chair for tribal dialects, he added.  

Further, the Governor urged the citizens to come forward and adopt government schools to add value and strengthen the academic system. Lamenting on his observation that the last three years have not produced enough rank holders from government schools, the Governor said that this could change if citizens become a part of the education system themselves.

Stating that the strength of the chain lies in its weakest link, the Governor appealed to everyone, especially educated housewives, retired government servants and any person empowered in education to consider adopting government schools by taking proper permission from the authority and help students in particular and the society as a whole.

'If adopted into a trend by likeminded educated people, this voluntary mission could contribute greatly to the school education sector of the state', he said. (PRO, Raj Bhavan)

RTI Act 2005 initiated to promote transparency & accountability, says SIC  

TEZU, Mar 29: An awareness programme on RTI Act, 2005 was conducted by the State Information Commission (SIC), in collaboration with the Lohit District Administration for the three districts of Lohit, Anjaw and Namsai on Wednesday at Amik Ringiya Hall.

Addressing the gathering, Lohit Deputy Commissioner Danish Ashraf said that the event was a momentous occasion as it is for the first time that such initiative is taking place throughout the state.

During the technical session, Chief Information Commissioner (CIC) Joram Begi said that the RTI Act, 2005 was initiated to promote transparency and accountability on the part of the government. He emphasized on using RTI as a tool to achieve the true meaning of democracy. "In a way, RTI codifies the fundamental rights laid down in the constitution," he reiterated, before adding that "There is a huge paradigm shift from the erstwhile confidential governance of the British Raj to calls for maintaining transparency in the present era", and cited the example of Official Secrets Act, 1923 in comparison to RTI act to drive home his point.

Stressing that RTI is the democratic right of every citizen, Begi strongly opined, "An uninformed citizen cannot be a full participant in a democracy. The RTI Act, if utilized properly, will go a long way in promoting accountability by rooting out corruption. This in turn is in convergence with the country's mood for development". However, he cautioned people not to misuse the RTI for personal gain and further urged the respective Public Information Officers (PIO) and APIOs to act proactively.

State Information Commissioner (SIC) A K Techi explained in detail about the procedures to apply for RTI, the requisite fee and actions needed to be taken if the information sought was delayed or deliberately withheld. But cautioning the public against trivial RTIs, he said this would hamper the day to day functioning of government offices and in the end delay public work.

Later, SIC M Linggi shared in detail about the hierarchical structure of the commission. He said that the commission had a quasi-judicial functioning and could impose a penalty of Rs 25, 000 if the information sought was not provided within 30 days. Thereafter, the commission had the power to write to the concerned departmental authorities to initiate disciplinary action against the erring officials. Linggi opined that the RTI was a game changer and could correct many wrongs in the society.

SIC Nanom Jamoh spoke about the National Food Security Act (NFSA), 2013 and under its ambit, implementation of Mid Day Meal Scheme, PDS, and SNP distributed to Anganwadi centres.

Later, a PowerPoint presentation was given by DDSEs of Lohit, Anjaw and DF & CSO of Lohit, Anjaw and Namsai. Brochures on RTI, prepared by the SIC team and Lohit District Administration were also distributed. TSP project launched for tribal farmers

ITANAGAR, Mar 29: The CAU-TSP project, "Enhancing Socio-Economic Status and Livelihood Security of Tribal Farmers of North East States through Agricultural Interventions" was launched in the community hall of Regi village covering 100 farmers from Regi, Pagi-I, Pagi-II, Desi, Nyigam and Nyodu in West Siang district on March 26.

The Tribal Sub Plan (TSP) project, which is funded by the Indian Council of Agriculture Research (ICAR), is being implemented by the College of Horticulture and Forestry (CHF), Pasighat in Arunachal Pradesh.

The project components include integrated farming system, protected cultivation, rain water harvest, mushroom cultivation, vermi-composting, pisciculture, adoption of improved breeds of pig, poultry, dairy and goat, elite planting materials, adoption of HYV of rice, maize, vegetable, pluses etc.

ICAR Joint director, Dr H Kalita exhorted all the beneficiaries to be sincere in implementing the programmes under the project and assured all possible support to make it a grand success.

Head of Social Science of CHF, Dr B R Phukan informed that it is one of the efforts of the Central Agricultural University, Imphal to work towards the mission of doubling farm income as envisaged by the Prime Minister of India.  He further said that the CHF and KVK East Siang, CAU Pasighat shall provide all possible support as well as training to farmers to make this mission successful.

NRM head, Dr P Debnath elaborated on the programme under the project which will be carried out in the purposed villages.

All beneficiaries, including gaon burahs and ASMs of all villages attended the programme.  

 

 

 

DC calls for more financial literacy camps

SEPPA, Mar 29: East Kameng Deputy Commissioner Rajeev Takuk called upon banks to conduct more financial literacy camps to disseminate information as much as possible to masses about the advantages of being connected to banks and cashless transaction.

Enquiring about the status of Stand up India scheme at a District Consultative Committee (DCC) and District Level Review Committee (DLRC) meeting here on Wednesday, Takuk suggested the banks to support as much genuine entrepreneurs as possible and requested to submit the list of beneficiaries under the schemes so far.

On NPA issue, the Deputy Commissioner acknowledged that there was a mismatch between prescribed goals and actual target achievement and suggested for conduct of at least one joint recovery drive sometime during May this year.

He further directed the banks to submit detailed reports on NPA cases for initiating appropriate action. He also suggested adoption of pragmatic approach while framing of policy and target allocation based on the ground reality.

Enquiring about other government sponsored schemes necessitating pivotal role of banks, Takuk exhorted all departments concerned to liaise and coordinate with financing agencies to bring government schemes to the doorsteps of people. He further urged to forward as many proposals as permissible under relevant government guidelines to bank branches for cent percent realization.

He also suggested helping and supporting genuine and progressive farmers in availing loans for agro-horticultural and allied sectors activities.    

In the meeting, various issues such as credit flow, advance and deposit, CDR, financial literacy, financial inclusion, micro insurance schemes for social security, progress and achievement under banking sector for the quarter ended up to December, 2016 were discussed.

Credit flow to priority sector, achievements as per ACP and DCP, organizational position of banks, and schematic progress on various government sponsored schemes, viz, PMEGP, KCC, WCC, PMMY (MUDRA Scheme), PM Start Up India scheme and others were also reviewed.

Other issues such as security measures, demonetization and ways and means for promoting and adopting cashless transaction, NPA and its recovery, particularly related to government sponsored schemes, and Bikajai cases were pondered upon in detail.

CM cum LBM R K Mohilary expressed satisfaction with the overall performance in terms of CDR of the district up to the quarter ending December 2016.

He informed that both deposit and advances and priority sector lending are showing positive trend as per ACP 2016-17. Against the target allocated, he informed that the aggregated achievement was 71.03 percent against the target up to the quarter. He expressed the hope that the remaining target would be achieved by the end of the financial year.

Regarding NPA, he apprised that the recovery of NPA under government sponsored scheme as reported by the bank branches was about 2.94 percent against the demand generated.

Taking part in the discussion, PD (DRDA) Dahey Sangno urged the banks to give priority to education loans and support genuine and deserving students from poor families to pursue higher education.

SBI Seppa B M Monjoy Bohora highlighted the status of NPA and measures adopted for loan recovery. He informed that the government sponsored schemes are conquering the largest share in this aspect. He gave assurance for exercising appropriate action on proposals, if forwarded by departments concerned under existing government schemes.

Enquiring about the status of proposals forwarded to banks under NULM, DD (UD & Housing) Takar Tachang requested the banks to initiate necessary action at the earliest and suggested forwarding any information regarding any proposal to concerned implementing departments in advance for endorsing future course of activities.

Consumer awareness campaign concludes  

BOMDILA, Mar 29: In a bid to create mass awareness amongst the people, the department of Legal Metrology and Consumer Affairs (LM&CA) carried out a consumer awareness campaign cum exhibition, which concluded on Wednesday in the community hall of Tenga Market under West Kameng district.

Chairman of the meeting cum exhibition, Singchung ADC T Pada urged traders and public to be cautious so that both parties could gain satisfaction without harming the interest of each other.

"Traders must know what they are selling to their valued customers, ensuring that their goodwill should not be lost at the cost of mere margin of profit. On the contrary, customers must know their rights which have been guaranteed as per the Consumer Protection Act of, 1986," the ADC said, adding that, "There are plenty of goods flooding into the markets but consumers should be aware and should not compromise with inferior and other quality products which could later pose health threats."

Emphasizing on the need of consumer education, LM&CA Assistant Controller Tasso Gurro urged the public and traders to be careful as there are several inferior non-standard products available in the market. He said that most of these are comparatively cheap but health should not be compromised for mere gain of money.

Member of the District Consumer Forum, S P Khrimey said that it is an opportunity for the public to acquire information regarding the working of the market and to dispel their ignorance. Earlier, resource person Prem Chetry delved into the technicalities of the consumer forum, features of Consumer Protection Act, 1986, do's and don'ts, various rights of the consumers, and process and procedures to file a complaint.  The same meeting cum awareness campaign was also held at Rajendra Ashram, Rupa on March 28 last.   

 

 

 

3 months vocational training for school dropouts concludes

PASIGHAT Mar 29: The three-month vocational training for school dropouts on "Production Technology of High Value Flowers and Medicinal Crops" and "Protected Cultivation of High Value Horticulture Crops" concluded in the College of Horticulture and Forestry, Central Agricultural University on Wednesday.

Nari-Koyu MLA Kento Rina, who attended the valedictory function and distributed course completion certificates along with farming tools and seeds to the participants, urged them to share the knowledge they have learnt during the training period to fellow citizens. Rina also spoke on various difficulties faced by farming communities in the state.

Dean of College of Horticulture and Forestry, Pasighat Dr A K Pandey underscored the importance of the vocational training in order to enhance their self-employable knowledge and skills for self-reliance.

Course directors Dr T S Mehra and Dr P Sharma elaborated upon the knowledge and hands-on training imparted to the participants during the training programme.

The participants from three Siang districts, namely East Siang, Siang and West Siang termed the three-month training as very beneficial and showed their willingness to undergo more such trainings in the future.

On the occasion, Dr Rajan Bawa, Dr Chandra Deo, Dr Arunkumar, Dr Mariam and Dr Shivani Dobhal were also present.

Meanwhile, the NSS unit of CHF, Pasighat won the best NSS Award for 2015-16 in the XVII Conference of Higher and Technical Education held at the State Banquet Hall in Itanagar on Tuesday.

NSS Programme Officer of CHF Pasighat, Krishna Singh Tomar received a citation, shawl and memento on behalf of the NSS unit from RGU Vice Chancellor, Professor Tamo Mibang in the presence of Education Minister Honchun Ngandam.

According to Dr V N Sharma, State Liaison Officer of NSS, Directorate of Higher and Technical Education, there are 86 NSS units functioning in various educational institutes across the state.

 

 

 

Mega health camp conducted at Ziro

NHPC distributes free aid among Divyangans

ZIRO, Mar 29: The National Hydroelectric Power Corporation (NHPC), Itanagar, in coordination with Directorate of Field Publicity, Ziro unit organized a mega health camp at Mothers Home, run by Achukuru Welfare Society, an NGO in Lower Subansiri district on Tuesday.

During the programme, NHPC doctors examined more than 100 patients and distributed medicines free of cost.

The NHPC authorities also distributed a large quantity of aid and appliances like wheelchairs to the differently-able (Divyangans) and less privileged persons of the district.

The Directorate of Field Publicity, Ziro unit, with the help of the District Hospital also organized a healthy baby show competition on the occasion.

Ziro FPO, P Sonowal distributed a large number of publicity materials on flagship programmes/ schemes of the government, especially related to Skill India programme, social security schemes, Ujjwala and agricultural schemes and the recently launched Pradhan Mantri Surakshit Matritva Abhiyan to promote 100 percent institutional delivery and immunization of children under Mission Indradhanush. The DFP also put up a photo exhibition.

Speaking on the occasion, Deputy Commissioner Kemo Lollen appealed to the people of the district not to oppose electric projects but to cooperate with power generating authorities like the NHPC. 'No one can imagine of all-round development in the society in the present day without power supply', he said, adding that such projects create various job opportunities for the unemployed. He requested the NHPC to keep in touch with the Medical Department to organize such programmes in the future as well and assured that the District Administration would extend all possible help.

Earlier, NHPC Executive Director, Ronel Kumar explained about the objective of the programme under  the Corporate Social Responsibility and said that it was an effort to inform, educate and communicate with rural masses in creating health consciousness.

Dalai Lama to arrive in Arunachal on April 3

ITANAGAR, Mar 29: Tibetan spiritual leader the 14th Dalai Lama will start his ten days visit to Arunachal from April 3.

According of the Office of His Holiness Dalai Lama, he will visit Lumla, Tawang, Dirang, Bomdila and Itanagar.

In Lumla, His Holiness will consecrate Dolma lhakhang in the morning of April 4.

From April 5 to 7, he will be in Tawang where he will give discourse on The Middling States of Meditation and   37 Practices of a Bodhisattva.

On April 7 morning, he will confer the Rinzin Dhondup Initiation at Yiga Choezin.

He will be in Dirang on April 10 and in Bomdila the next where he will confer a White Tara Long Life Empowerment in the morning at the Buddha Park.

He is expected to reach Itanagar on April 12: His Holiness will give a teaching in the morning at Thupten Gatsal Ling Monastery.

His visit to North East will start on April 1, where he is scheduled to speak at Guwahati and Dibrugarh universities.

 

 

 

NE politicians are among IE100 most powerful Indians list

ITANAGAR, Mar 29:   Shining political heavy weights from  the Northeast  region can be  visibly  seen at the power corridors of New Delhi as three politicians from the region- Assam Chief Minister Sarbananda Sonowal, his Ministerial colleague  Himanta Biswas Sarma of Assam and MoS, Home Kiren Rijiju of Arunachal Pradesh are among the 100 most powerful Indians as per the  Indian Express 100 (IE100)  list of most powerful and  influential Indians 2016-17.

Assam Cabinet Minister cum Convenor North-East Democratic Alliance (NEDA) Himanta Biswas Sarma is at number 37 in the IE100 list, ahead of his Chief Minister Sarbananda Sonowal, and Minister of State for Home Affairs Kiren Rijiju.  Sarma is one of the key figures behind BJP's stunning victory in Assam 2016 Assembly election.  

The IE100 places MoS Rijiju at 67 while Assam Chief Minister Sarbananda Sonowal stands at 91 in the list.  

Among the 100 powerful Indians, there are 10 women who made it to the list. Congress President Sonia Gandhi is top among the women at number nine despite her party's disastrous performance in Uttar Pradesh Assembly Elections, followed by West Bengal Chief Minister Mamta Banerjee and Union Minister of External Affairs Shusma Sawaraj at number 14 and 16 respectively.  Bollywood divas Kangana Ranaut and Priyanka Chopra are also in the IE100 list of most powerful and influential Indians 2016-17.

 

 

 

Students demand thorough inquiry

NAMSAI, Mar 29: The All Namsai District Students' Union (ANDSU) has demanded a thorough inquiry into the financial scam involving lakhs of rupees of Government Higher Secondary School, Namsai.

The students' union was of the view that a single person as a cashier alone cannot perform such a large scam, and said that there might be other persons involved in the embezzlement of the school funds since drawl of pay bills have to go through various stages.

An assistant teacher of the school was arrested by Namsai Police on charges of misappropriating of school funds to the tune of more than Rs 20 lakhs after an FIR was lodged by the school principal.

 

 

 

 

Governor to address workshop on India-Japan partnership

ITANAGAR, Mar 29: Arunachal Pradesh and Nagaland Governor, P B Acharya will be delivering the valedictory address at the workshop on 'India-Japan Partnership for Economic Development in North-Eastern Region', which begins at Kaziranga in Assam on Wednesday.

The two-day workshop, organized by the Indian Council for Research on International Economic Relations and Japan International Cooperative Agency endeavors to discuss the opportunities and challenges for India and Japan cooperation in the North-Eastern region. Ensure no child is left unimmunized: DC

YUPIA, Mar 29:  Yupia Deputy Commissioner-cum-Chairman, District Health Society, T Kaye has urged all stakeholders to perform their duties with sincerity and dedication to ensure no child is left un-immunized.

He was addressing a District Task Force for Immunization meeting for the 2nd round IPPI (NID) 2017, here on Wednesday. The second round IPPI will commence from April 2 to 7 and MI-4 round 3 will begin from April 7 to 13 next.

District Tuberculosis Officer, Dr P D Thongchi highlighted the importance of awareness, early detection and treatment of TB patients.

 DSO (IDSP)-cum-DPO (NCD), Dr R R Ronya spoke about newly-launched programmes, like NPPCD & NPHCE, while DVBDCPO, Dr T Aruna reminded about the Immune Restoration Syndrome in tuberculosis and the preventive steps of malaria before the start of monsoon. (DIPRO)

 

 

 

NSCN (K) cadre nabbed

KHONSA, Mar 29: Security forces nabbed an NSCN (K) cadre from Laju village of Tirap district on March 29.

The apprehended cadre has been identified as Self Styled Private Wanghu Rangshong. Arms (pistol) with ammunition, extortion notes etc were reportedly recovered from his possession, according to PRO, Defence.

 

 

 

Medical camp by NHPC at Abali

ITANAGAR, Mar 29: As part of its Corporate Social Responsibility (CSR) initiatives, NHPC Dibang Multipurpose Project (DMP) organized a Multi Speciality Medical Camp on Wednesday at Abali under Lower Dibang Valley (LDV), in association with District Health Society (DHS).

The camp was attended by around 282 patients, who were provided with free medicines, if required.

The medical logistics in the camp was supervised by a team of doctors headed by Dr D Wange, District Medical Officer (DMO) and Dr L Hanner, Assistant Chief Medical Officer (ACMO), DMP. The medical team comprised of Dr S J Mitapo, Dr N Yirang, Dr R Mena, Dr L C Deori and Dr Peter Tayeng, along with paramedical team comprising of lab technicians, pharmacists, ASHA workers, health assistants, Anganwadi staff.

There were facilities for multi-specialty consultation in Medicine, Paediatrics, Chest & TB, Non-Communicable Disease, along with general OPD consultation, counselling, supported with lab investigations for blood sugar, urine sugar & albumin, haemoglobin, etc.

Other logistics like registration, refreshments, sitting arrangements etc were coordinated by the CSR Team, DMP along with DHS, Roing and Medical Sub-Centre, Abali.

Deputy Commissioner Deepak Shinde extended his support for the smooth conduct of the Camp. K L Solanki, General Manager, DMP, Tage Lomdak, Dy. Manager (Civil), Dilip Deb, DMEIO, Veer Singh Meena, Geologist, other Officers of NHPC and DHS were present on the occasion. The mobilisation of villagers to attend the camp was effectively coordinated by the local leaders.

 

 

Army provides public utility amenities at Longding

LONGDING, Mar 29: The Indian Army has constructed one toilet (two cubical) and two passenger waiting sheds at Longding market recently with the objective of providing basic facility to the locals during summer and monsoon while travelling from one place to another.

The amenities were inaugurated by Longding Deputy Commissioner Himanshu Gupta. Such welfare activities are expected to enhance bonhomie between the army and locals and have far reaching effect in development and promoting peace and harmony in the region.
