There was also growing fear about EU's decision to welcome massive number of refugees from Middle East and North Africa. With terror incident on rise the supporters of leave EU campaign used it as a tool to spread fear among British people. The decision of UK to leave EU will have repercussion across the world. It may lead to more conservative world where people will not be ready to welcome outsiders. Already its effect has been felt in US, where Donald Trump managed to win election based on his promise to tighten immigration laws. It's a testing time for western world, especially Europe. There are growing fears that others may soon follow UK and try to leave EU.

Healthcare and violence
Dear Editor,
The increasing instances of attacks on doctors have more to do with systemic failure over a period of time rather than any recent stray incident.
Violence can never be justified, least of all against someone who is ostensibly attempting
to save a person’s life. The number of incidents of attacks on doctors and other
healthcare workers across the country has risen sharply over the last few years.
There is a widespread feeling that doctors have simply lost the trust of their patients,
the feeling patients should have is that the doctors will only by guided by the patient’s
best interests and not their own. Lack of working equipment in hospitals forces doctors
to direct patients elsewhere, which also adds to the suspicion of doctors being hand-
But with inadequate health budgets, there is a crunch in resources, staff and medicines.
The state has also to reduce the load on medical staff and improve services in its
hospitals. In government hospitals, doctors are overworked and under pressure from

The Power Department’s “Bill Receipt Counter” at Old Market Basar which is totally unaffected by the said project was also compensated in the name of an individual which is gross misappropriation and fraudulent case. Most importantly, besides office of the Additional Deputy Commissioner, Basar being an independent charge competent and can understand the actual position of the area but it was totally kept under dark in the whole process of disbursement of compensation. At the same time, some of the compensations were disbursed at Aalo whereas some others at Basar. These all findings pointed towards a big “Compensation Scandal”.
Therefore, under the banner of our organization BKSKEVS with support from APWWS (Basar Unit), we have decided to unearth the truths through RTI at all level and will further approach the concerned and competent authorities including police and judiciary for justice and conviction of the perpetuators/masterminds and all the individuals or party involved in this “Compensation Scandal” which we consider standing against the overall welfare and development of Basar area. At the same time we demand from concerned authorities to reveal all the truths and reassessment of public assets and for the individuals who feel deprived for improper proportion of compensation comparing others with same or higher value.

Malpractices in Students’ Union
Dear Editor,
Arunachal Students’ Union Delhi is not exactly setting a good example for all of
the younger generations. Malpractices is happening in the organisation in the form
of collecting money like Rs 300 as a registration fee for voting which is a direct
violation of the fundamental rights and adult franchise of the constitution. The
aspiring candidates have to pay nomination fees-
We are extremely disheartened by this kind of unfair practices by our seniors, thereby discouraging the bright and genuine students of Arunachal Pradesh studying in Delhi.
We are young and dynamic students who have noble ambitions and dreams to do something better for the family, society and country. Therefore, we have no patience to endure such malpractices and injustice happening in students’ organisation which is the ?rst step for the future leaders of Arunachal Pradesh. If it continues to happen then we have no hope for the future of Arunachal Pradesh, the ray of hope seems to vanish before its beginning. We consider ourselves to be the ambassador of our state that would bring prosperity to our state in days to come, but if the students studying in prestigious university like Delhi University will stain themselves by involving in such dirty politics and drag their juniors in the pit then our doom is imminent. It is the high time to impart good moral values and good education quality to save our future from doomsday. It is a high time to instill fresh hope and new ideas in students. The conventional state politics should not be practiced in the student politics instead clean politics should emerge from the students studying outside the state so that equality and transparency pervades in the state in particular and in country in general.

Working community goes on state wide protest

ITANAGAR, Mar 29: Thousands of workers, including casual and contingency workers,
took out a state-
Thousands of workers marched from Akashdeep in Ganga, Itanagar and arrived at Tennis Court near Indra Gandhi Park here.
Similarly, protests were staged in different parts of the state against the state government. In Pasighat, hundreds of workers marched from Gandhi Chowk (Main Market) to the DC's office demanding the government fulfill its charter of demands. Protest rallies were also conducted at Yingkiong, Daporijo and Aalo by respective district units. A few trade union leaders from Assam also joined the protest march.
The JWCAPTU has rejected the state government's recent hike of Rs 1,000 for contingency and casual workers and demanded that the hike be made at par with national floor level of Rs 18,000.
It is reported that, on Tuesday, the representatives of the workers’ union had a meeting with the Labour Commissioner in which the Commissioner assured to look into the matter and pleaded the union to call off their agitation.

The INTUC further alleged that one percent cess fund collected by Arunachal Pradesh Building & Other Construction Workers Welfare Board for the welfare of workers is being misused by the board.
10 families rendered homeless in Khonsa fire
KHONSA, Mar 29: Ten families were rendered homeless in a devastating fire that broke out in the heart of Khonsa town near the post office on the midnight of March 28.
Reportedly, the fire was brought under control after 30 minutes of joint and timely efforts by the army, fire brigade and state police.

The Disaster Management Department is also assessing the properties lost or damaged in the fire.
Local MLA Wanglam Sawin and Tirap Deputy Commissioner Ravi Jha, accompanied by DDMO P Duggong met the fire victims on Wednesday morning and provided them with immediate relief.
The local MLA provided Rs 5,000 each to all the 10 affected families and assured them of all possible help from his end. The Tirap Deputy Commissioner also assured help to the victims through the District Administration. (DIPRO)
CPI (M) demands PM to release full Text of Naga Accord
NEW DELHI, Mar 29: The CPI (M) on Wednesday questioned the Centre for not making public full text of Naga Peace Accord signed two years ago.
CPI (M) General Secretary Sitaram Yechury referred to NSCN (IM) leader Thuingaleng Muivah's reported comment that the group's framework agreement signed with the Centre promises integration of all Naga territories and wondered why Prime Minister Narendra Modi does not release the full text of the accord to "bring out the truth".
"Muivah claims that the framework agreement that Modi signed with him promises 'integration of all Naga territories'. But we can't verify it.
"Why have the terms of the accord not been released for two years? Why doesn't PM release the full text to bring out the truth?" Yechury asked on Twitter.

Arunachal joins UDAY scheme
NEW DELHI, Mar 29: Twenty six states are now part of the UDAY scheme, meant for the revival of debt stressed discoms, after Kerala, Arunachal Pradesh and Tripura formally joined the programme.
"An overall net benefit of approximately Rs 4,178 crore, Rs 309 crore and Rs 810 crore would accrue to the states of Kerala, Arunachal Pradesh and Tripura respectively, by opting to participate in UDAY, by way of cheaper funds,
reduction in AT&C and transmission losses, interventions in energy efficiency, etc during the period of turnaround," a Power Ministry statement said.
The Government of India, Kerala and Kerala State Electricity Board Ltd signed a Memorandum of Understanding (MOU) under the Scheme Ujwal DISCOM Assurance Yojana (UDAY) for operational improvement of the Power Utility on March, 2 2017.
Arunachal Pradesh and Tripura also joined the scheme for operational improvement of the States Power Distribution Departments here today. With this, the total count of states under UDAY reaches 26, it said.
Power Minister Piyush Goyal said,"UDAY is the most comprehensive power sector reform ever planned and executed in the country. It is a classic example of comprehensive, cooperative, collaborative, competitive, consensual and compassionate federalism."
"We have a deep focus on monitoring and accountability and are working towards a clear strategy with visionary goals for which the roadmap has been drawn with a view to bring in efficiency in the whole power sector value chain," he added.
The reduction in AT&C losses is likely to bring additional revenue of around Rs 92 crore, Rs 279 crore and Rs 554 crore to Kerala, Arunachal Pradesh and Tripura respectively during the period of turnaround.
Besides, Kerala is expected to benefit by around Rs 3,600 crore and Tripura around Rs 156 crore due to coal reforms.
The gain is expected to be around Rs 480 crore, Rs 26 crore and Rs 96 crore for Kerala, Arunachal Pradesh and Tripura respectively due to demand side interventions.
According to a presentation made by Rural Electrification Corp on the scheme, state bonds worth Rs 2.09 lakh crore and DISCOM bonds worth Rs 0.24 lakh crore have been issued till date.
Under the scheme, the states are to repay 75 per cent of debt by issuing bonds while for remaining 25 per cent loans, discoms are required to raise funds through issuance of securities.
The analysis of the performance reveals that under the scheme, 85 per cent of the debt has been restricted through issuance of bonds out of total debt of Rs 2.72 lakh crore under consideration.

RUKSIN, Mar 29: An educated unemployed woman from Niglok village in East Siang-
Considering the enormous potentiality of fowl rearing and demand of local eggs, chicken and mutton in the markets of Arunachal and bordering Assam, Junnoo got interested in backyard poultry farming and goatery. She has been involved in farming activities for the last couple of years and also earned huge profits.
Junnoo, who has completed a Masters degree in Tourism Administration (MTA) with Master of Philosophy from Bangalore University and attained Junior Research Fellowship under UGC is traditionally engaged in animal husbandry activities with backyard poultry farming and goat rearing.
Presently, Junnoo has more than 500 fowls (local species) and has been rearing more than 100 goats, and these are given food supplements prepared from local variety cereals, including rice and maize.

About 80 percent birds survived during the period of six months of rearing and attained an average body weight of 1 kg to 1.5 kg. She sells about 500kg to 600 kg fowl at Rs 250 per kg in Ruksin market and neighbouring villages.
Further, the preference of eggs and meat from local chicken variety is always very high and fetches almost double the price than commercial eggs and broiler meat. Experiencing from her own farm and realizing the monetary profit, she has decided to extend the layer birds' strength up to 200 birds in another unit in order to increase egg production.
Her achievement has motivated the fellow villagers and unemployed youths to initiate poultry farming as profit making venture.
"I have not yet availed any training on animal farming nor received technical feedback from the state's agriculture or veterinary departments. I am doing all farming activities and disease management by learning through internet. The district veterinary department off and on provides a few medicines, which is inadequate. I have sought financial assistance and technical guidance from government departments, but to no avail", Junnoo said.
Burglars apprehended with booty
TEZU, Mar 29: A gang of burglars was busted as the police in Tezu arrested four of its members, which included two minors, and recovered a large quantity of booty from their possession.
Following information of theft in a market complex in Tezu on March 27, a team of the Arunachal Pradesh Police, Tezu unit carried out a massive search operation and succeeded to apprehend the alleged main accused, identified as Nanu Nalo on March 28, informed Lohit SP.
A large quantity of stolen items, including television and mobile handsets, idols, SIM cards, bell metal dishes etc were recovered from his possession.
On his disclosure, other three accomplices, Biswajit Das (20) and two minor boys aged between 14 to 16 years, were arrested from different locations of Tezu, the SP said.
One scooter, one bicycle, utensils and other electronic items were recovered from their possession.
Accordingly, two separate cases were registered against the burglars at Tezu Police Station under section 457/380 IPC and 379 IPC and investigation is underway.

Universities need to open their mind towards the North East: Governor
ITANAGAR, Mar 29: Governor P B Acharya has emphasized on the need for the country's various universities to open up their minds towards tribal people in general and the people of North East in particular, to bring awareness about their culture and history.
While appreciating Lok Sabha Member, Ninong Ering for introducing a Bill in the Parliament for compulsory teaching of North East culture in educational institutions, the Governor observed that most universities in the country have department for foreign languages, but none for tribal dialects.
He suggested that as a first step, the universities could open a Department/ Chair to learn, speak and read beautiful tribal dialects of North East India.

University of Mangaluru has already opened a Chair in the name of Rani Ma Gaidinliu
for teaching tribal dialects under NAMASTE-
The Alva's Education Foundation, Moodabidri and Manipal University in Mangaluru will also be opening Department/ Chair for North East Tribal Dialects shortly, while the Mumbai University and SNDT Women University (Mumbai), Symbiosis and KARVE University from Pune have also responded positively to open a Department/ Chair for tribal dialects, he added.
Further, the Governor urged the citizens to come forward and adopt government schools to add value and strengthen the academic system. Lamenting on his observation that the last three years have not produced enough rank holders from government schools, the Governor said that this could change if citizens become a part of the education system themselves.
Stating that the strength of the chain lies in its weakest link, the Governor appealed to everyone, especially educated housewives, retired government servants and any person empowered in education to consider adopting government schools by taking proper permission from the authority and help students in particular and the society as a whole.

RTI Act 2005 initiated to promote transparency & accountability, says SIC
TEZU, Mar 29: An awareness programme on RTI Act, 2005 was conducted by the State Information Commission (SIC), in collaboration with the Lohit District Administration for the three districts of Lohit, Anjaw and Namsai on Wednesday at Amik Ringiya Hall.
Addressing the gathering, Lohit Deputy Commissioner Danish Ashraf said that the event was a momentous occasion as it is for the first time that such initiative is taking place throughout the state.
During the technical session, Chief Information Commissioner (CIC) Joram Begi said that the RTI Act, 2005 was initiated to promote transparency and accountability on the part of the government. He emphasized on using RTI as a tool to achieve the true meaning of democracy. "In a way, RTI codifies the fundamental rights laid down in the constitution," he reiterated, before adding that "There is a huge paradigm shift from the erstwhile confidential governance of the British Raj to calls for maintaining transparency in the present era", and cited the example of Official Secrets Act, 1923 in comparison to RTI act to drive home his point.
Stressing that RTI is the democratic right of every citizen, Begi strongly opined, "An uninformed citizen cannot be a full participant in a democracy. The RTI Act, if utilized properly, will go a long way in promoting accountability by rooting out corruption. This in turn is in convergence with the country's mood for development". However, he cautioned people not to misuse the RTI for personal gain and further urged the respective Public Information Officers (PIO) and APIOs to act proactively.
State Information Commissioner (SIC) A K Techi explained in detail about the procedures to apply for RTI, the requisite fee and actions needed to be taken if the information sought was delayed or deliberately withheld. But cautioning the public against trivial RTIs, he said this would hamper the day to day functioning of government offices and in the end delay public work.
Later, SIC M Linggi shared in detail about the hierarchical structure of the commission.

TSP project launched for tribal farmers

He further said that the CHF and KVK East Siang, CAU Pasighat shall provide all possible support as well as training to farmers to make this mission successful.
NRM head, Dr P Debnath elaborated on the programme under the project which will be carried out in the purposed villages.

DC calls for more financial literacy camps
SEPPA, Mar 29: East Kameng Deputy Commissioner Rajeev Takuk called upon banks to conduct more financial literacy camps to disseminate information as much as possible to masses about the advantages of being connected to banks and cashless transaction.
Enquiring about the status of Stand up India scheme at a District Consultative Committee (DCC) and District Level Review Committee (DLRC) meeting here on Wednesday, Takuk suggested the banks to support as much genuine entrepreneurs as possible and requested to submit the list of beneficiaries under the schemes so far.
On NPA issue, the Deputy Commissioner acknowledged that there was a mismatch between prescribed goals and actual target achievement and suggested for conduct of at least one joint recovery drive sometime during May this year.
He further directed the banks to submit detailed reports on NPA cases for initiating appropriate action. He also suggested adoption of pragmatic approach while framing of policy and target allocation based on the ground reality.
Enquiring about other government sponsored schemes necessitating pivotal role of banks, Takuk exhorted all departments concerned to liaise and coordinate with financing agencies to bring government schemes to the doorsteps of people. He further urged to forward as many proposals as permissible under relevant government guidelines to bank branches for cent percent realization.

In the meeting, various issues such as credit flow, advance and deposit, CDR, financial literacy, financial inclusion, micro insurance schemes for social security, progress and achievement under banking sector for the quarter ended up to December, 2016 were discussed.
Credit flow to priority sector, achievements as per ACP and DCP, organizational position of banks, and schematic progress on various government sponsored schemes, viz, PMEGP, KCC, WCC, PMMY (MUDRA Scheme), PM Start Up India scheme and others were also reviewed.
Other issues such as security measures, demonetization and ways and means for promoting and adopting cashless transaction, NPA and its recovery, particularly related to government sponsored schemes, and Bikajai cases were pondered upon in detail.

Taking part in the discussion, PD (DRDA) Dahey Sangno urged the banks to give priority to education loans and support genuine and deserving students from poor families to pursue higher education.
SBI Seppa B M Monjoy Bohora highlighted the status of NPA and measures adopted for loan recovery. He informed that the government sponsored schemes are conquering the largest share in this aspect. He gave assurance for exercising appropriate action on proposals, if forwarded by departments concerned under existing government schemes.

Consumer awareness campaign concludes
BOMDILA, Mar 29: In a bid to create mass awareness amongst the people, the department of Legal Metrology and Consumer Affairs (LM&CA) carried out a consumer awareness campaign cum exhibition, which concluded on Wednesday in the community hall of Tenga Market under West Kameng district.
Chairman of the meeting cum exhibition, Singchung ADC T Pada urged traders and public to be cautious so that both parties could gain satisfaction without harming the interest of each other.
"Traders must know what they are selling to their valued customers, ensuring that their goodwill should not be lost at the cost of mere margin of profit. On the contrary, customers must know their rights which have been guaranteed as per the Consumer Protection Act of, 1986," the ADC said, adding that, "There are plenty of goods flooding into the markets but consumers should be aware and should not compromise with inferior and other quality products which could later pose health threats."

Students demand thorough inquiry
NAMSAI, Mar 29: The All Namsai District Students' Union (ANDSU) has demanded a thorough inquiry into the financial scam involving lakhs of rupees of Government Higher Secondary School, Namsai.
The students' union was of the view that a single person as a cashier alone cannot perform such a large scam, and said that there might be other persons involved in the embezzlement of the school funds since drawl of pay bills have to go through various stages.
An assistant teacher of the school was arrested by Namsai Police on charges of misappropriating of school funds to the tune of more than Rs 20 lakhs after an FIR was lodged by the school principal.

The apprehended cadre has been identified as Self Styled Private Wanghu Rangshong. Arms (pistol) with ammunition, extortion notes etc were reportedly recovered from his possession, according to PRO, Defence.
Medical camp by NHPC at Abali
ITANAGAR, Mar 29: As part of its Corporate Social Responsibility (CSR) initiatives, NHPC Dibang Multipurpose Project (DMP) organized a Multi Speciality Medical Camp on Wednesday at Abali under Lower Dibang Valley (LDV), in association with District Health Society (DHS).
The camp was attended by around 282 patients, who were provided with free medicines, if required.
The medical logistics in the camp was supervised by a team of doctors headed by Dr D Wange, District Medical Officer (DMO) and Dr L Hanner, Assistant Chief Medical Officer (ACMO), DMP. Army provides public utility amenities at Longding
LONGDING, Mar 29: The Indian Army has constructed one toilet (two cubical) and two passenger waiting sheds at Longding market recently with the objective of providing basic facility to the locals during summer and monsoon while travelling from one place to another.
The amenities were inaugurated by Longding Deputy Commissioner Himanshu Gupta. Such welfare activities are expected to enhance bonhomie between the army and locals and have far reaching effect in development and promoting peace and harmony in the region.
